Amnesty proclamations
· Liberal construction to achieve purpose – to
encourage the return to the fold of the law of those who have veered from the
law.
· In case of doubt as to whether certain persons come
within the amnesty proclamation, the doubt should be resolved in their favor
and against the state.
· Same rule applies to pardon.
